We've Slashed Prices to Make Room for New Inventory! Say Somali Pirates
There may still be time to take advantage of the fantastic deals being offered by Somali pirates, but act now - they can't last forever.
Reuters reported last month that Somali pirates had said they were willing to lower their ransom demands on selected ships. Why? Too much inventory. ""[E]ach of our groups holds ships now," one pirate told Reuters, claiming that in total they were holding more than 30 ships, which had been on their balance sheets for an average of 150 days each. And when the product isn't moving, the pirate explained, "there is no excuse for taking high ransoms."
Another pirate, identified only as "Abdullahi," said that the piracy business had changed since they got into it in 2007, and that business practices had to change, too. "We have changed our previous strategies," he said. "We have altered our operations and ransom deals with modern business deals." It's all about volume and the cost of inventory, you see. "We want to free ships within a short time," Abdullahi said, "instead of keeping them for a long time and incurring more expenses in guarding them," a solid business strategy that you could hear at any local car lot. "We have to free them at a lower ransom," he continued, "so that we can hijack more ships."
There is also the simple fact that the piracy business has gotten more competitive as other guys try to cash in on the success of the early entrepreneurs, or to get themselves a cut of the profits, anyway. In this case, it's al Shabaab, which may sound like the name of another pirate ("People tell me, 'Al Shabaab, you have to be crazy to offer these kinds of discounts!'") but in fact is an Islamist rebel faction with alleged ties to al Qaeda. Al Shabaab has evidently "struck a deal" (Reuters' phrase) that gives it a 20-percent cut of ransoms, a "deal" that presumably involves giving it 20 percent in exchange for not being killed.
Abdullahi rejected any implication, though, that the new business strategy reflected a need to increase turnover and reduce inventory costs in order to pay al Shabaab and still make a profit. "Al Shabaab has nothing to do with our plan to lower ransoms," he insisted. "Low or high ransom, the agreement is fixed."
I realize that normally we should be fans of the free market, but this is one business where a lot more regulation would be a really good idea.

Call to Arms - DCCC Targets 10 Republicans on Entitlements : excerpted from Roll Call Politics
DCCC Targets 10 Republicans on Entitlements
- By Steve Peoples
- Roll Call Staff
- March 22, 2011, 11:21 a.m.
File PhotoRep. Sean Duffy is one of the freshman Republicans being targeted by automated phone calls and other attacks by the Democratic Congressional Campaign Committee.
The Democratic Congressional Campaign Committee is launching a grass-roots attack and online "action center" targeting 10 House Republicans, the latest move in the DCCC's effort to flip 25 seats and win back the House majority in 2012.
In addition to Gosar, the DCCC is doing more automated phone calls, live phone calls, print ads and emails to go after the following Republicans: Reps. Bill Young (Fla.), Allen West (Fla.), Dan Benishek (Mich.), Joe Heck (Nev.), Lou Barletta (Pa.), Blake Farenthold (Texas), Paul Ryan (Wis.), Sean Duffy (Wis.) and David McKinley (W.Va.). With the exception of Young and Ryan, the Budget chairman, the Members are all freshmen who were first elected last fall.
Further, the DCCC has created a new online action center “to highlight that Social Security belongs to the people who worked their whole life to pay into the system, but House Republicans want to use Social Security and Medicare as a piggy bank for the government,” according to the DCCC announcement. The website allows voters to send letters to their Representatives and print out a pledge for their Member to sign.
The National Republican Congressional Committee largely dismissed the effort.
“This is exactly the place Democrats always go when they realize they’re losing the message game and become desperate,” NRCC spokeswoman Joanna Burgos said. “Unfortunately for them, it’s never worked in the past and it won’t work at a time when millions of Americans are most worried about the economy and the exorbitant gas prices they face at the pump every day.”
And as the DCCC uses entitlement cuts against Republicans, the NRCC continued a new strategy seeking to link House Democrats to rising gas prices. The GOP committee on Tuesday distributed press releases attacking 30 House Democrats, including DCCC Chairman Rep. Steve Israel (N.Y.).
And so it begins again - lets stop them now! Oh yea, BTW, I thought automated calls were made illegal under federal law now?

| Behind the Lines for Thursday, March 10, 2011 — 3 P.M. By David C. Morrison, Special to Congressional Quarterly Whoops: "Al Qaeda terrorist who has been set free onto the streets of New York said he still supports killing Americans overseas, including civilians" . . . Transactional immunity: Hill bill would protect those who think they "see something" and then "say something" about someone innocent of terror taint . . . TSA budget balancing: Make screeners "wear jumpsuits festooned with big corporate logos, in the style of NASCAR drivers." These and other stories lead today's homeland security coverage. --------------------------------- “An al Qaeda terrorist who has been set free onto the streets of New York said he still supports killing Americans overseas, including civilians,” NBC New York’s Jonathan Dienst leads — as ABC News’ Richard Esposito adds that Justice last year filed for an “appropriate reduction” in Mohammed Babar’s sentence for his testimony in terror probes, even though sentencing guidelines indicated a term of 30-70 years. Counterterror-fying: “There is a problem with domestic Islamist terrorism in the United States. To deny that would be absurdly over-sensitive and patronizing to Muslims,” The Daily Telegraph’s Alex Spillius suggests, in re: today’s hot-button House homeland hearing — as The Associated Press’ Eileen Sullivan reveals that prepared testimony, at least, doesn’t indiscriminately label Muslims as terrorists. “FBI case agents who’ve investigated Muslim Brotherhood-controlled mosques, charities and other fronts . . . say that virtually every major terror case points back to the Egypt-based Brotherhood,” Paul Sperry asserts in The New York Post. New legislation would protect Americans who tip off law enforcement to terror threats from lawsuits if they ID the wrong person, FOX News notes. Uprisings in the Islamic world have upended relationships that U.S. counterterrorists spent the past decade building, The Washington Post’s Greg Miller surveys. Feds: A controversy over tactics used to break up a Mexican gunrunning ring has prompted re-evaluation of an aggressive ATF strategy to stop cross-border firearms trafficking, the Post’s James V. Grimaldi reports — while CBS News’ Sharyl Attkisson hears Janet Napolitano testifying that she knew nothing of DHS ties to an ATF op called “Fast and Furious,” and The Washington Times’ Stephen Dinan quotes her assuring senators that Border Patrollers are authorized to use lethal force. TSA’s hiring procedures are coming under fire, less than a week after a Buffalo screener was caught up in a drug trafficking bust, WIVB 4 News’ George Richert reports. “In an unexpected twist,” two House panels face a jurisdiction fight over dueling bills to reauthorize DHS’s chemical security regs, Greenwire’s Jeremy P. Jacobs leads. State and local: Arizona’s House has OKed a $5 million appropriation to Pinal County Sheriff Paul Babeu for border security gear, which critics view as a favor to the politically influential lawman, The Arizona Republic reports. “Georgia lawmakers were just getting started last week when the House approved major legislation targeting illegal immigrants and the people who hire them,” The Atlanta Journal-Constitution leads. Like dozens of other states, Illinois dodged a bullet last week when DHS again deferred full implementation of the REAL ID mandates, The Springfield State Journal-Register reviews. South Carolina coast inhabitants are being mailed a research survey on their disaster evacuation plans, The Beaufort Gazette relates. Ivory (Watch) Towers: The College Republicans club at Central Washington University held an “ICE ICE Baby” party to celebrate an ICE raid that netted 30 arrests, The Ellensberg (Wash.) Daily Record records. Five high school juniors from Alamo College’s Information Technology and Security Academy are headed to Washington for a national cybersecurity competition, The San Antonio Express-News notes. Hinds Community College is co-developing a $2.9 million Anti-Terrorism Tactical Training Center for law enforcers in Jackson, Miss., Earth Techling tells. The fate of hundreds of Indian students not implicated in an investigation of visa fraud at a sham U.S. university is under “active discussion” at State and DHS, IANS informs. In 1949, Muslim Brotherhood ideologue Sayyid Qutb spent six months as a grad student at what is now the University of Northern Colorado, the Los Angeles Times traces. Bugs ‘n bombs: State officials worry that an ethics charge facing the Kansas Bioscience Authority’s chief might threaten their claim to host DHS’s $650 billion National Bio and Agro-Defense Facility, BioPrepWatch reports. “Do you think really that if al Qaeda had smallpox they wouldn’t use it because it would be deemed by Western lawyers as a crime against humanity?” a biosecurity expert demands in, again, the Post. An annual intel report to Congress has dropped language stating that Iran retains the option to build nuclear weapons, The Washington Times tells — while The Tehran Times hears Iran’s foreign ministry charging that the U.N. nuke watchdog’s statements questioning whether the country’s atoms are for peace were “made under political pressure.” The Obama administration, meanwhile, has reminded Zimbabwe of the penalties it courts by mining uranium for Tehran, AP reports. Close air support: Some research claims TSA’s much-debated nude scanners might not detect explosives or even guns taped to the body, Threat Level relates, finishing a three-part series on full-body scanning. Spinning off from checkpoint bin ads, “one reader suggested that [TSA screeners] wear jumpsuits festooned with big corporate logos, in the style of NASCAR drivers,” a CNN columnist cracks — and check The Consumerist on “10 Ways To Make The TSA Crotch Grabbers Profitable.” Taking a leaf from a New Hampshire counterpart, a GOP Texas state solon has introed a bill mandating criminal penalties for screeners “who get a little too touchy with passengers,” The Raw Story says. U.S.-bound Canadian flyers “unlucky enough to change planes in Canada will end up being screened twice by airport security for no apparent reason — truly a waste of effort, time and money for everyone,” The Calgary Sun complains. Coming and going: Remind anyone decrying as “an unnecessary nuisance” random bag checks on Metro vehicles that terrorist attacks on trains, buses, subways and such have killed nearly 700 people since 2003, a Post editorial inveighs. A DHS Coast Guard petty officer is on trial in San Diego for a collision with a pleasure boat that killed an 8-year-old boy on San Diego Harbor, the Union-Tribune tells. “Yo-ho-ho and a vat of anthrax! Checking cargo ships for WMD and contraband isn’t exactly swashbuckling. In fact, as a NATO video game makes clear, it’s actually a lot of dreary, methodical work,” Danger Room engagingly leads. Courts and rights: Alleged Tucson congresswoman shooter Jared Lee Loughner pleaded not guilty yesterday to dozens of new federal charges that accuse him of killing six and wounding 13 others, The Arizona Daily Star relates. President Obama’s order to restart military tribunals at Guantanamo “stoked new questions about how to deal with alleged [9/11] plotters,” The Wall Street Journal analyzes. A pretrial hearing in Brooklyn is “providing fresh insights into one of the most frightening terror plots against the city since [9/11],” Najibullah Zazi’s plan to bomb the NYC subway, AP reports. Despite an impassioned plea for leniency, a “principal architect” of the Toronto 18 terror plot was sentenced to life in prison Friday, Postmedia News notes. Over there: Although Delhi promised that the trial and punishment of the sole surviving Mumbai assault perpetrator “would be put on the fast track, it has been going on for two and a half years and there appears to be no sign of an end,” Frontline frowns. Games host nations inevitably worry about terrorism, but “the 2014 Winter Olympics, to be held at a Russian Black Sea resort, seem to be facing security concerns unlike any Games in recent memory,” The New York Times spotlights. Violence is escalating in Thailand’s insurgency-hit deep south, Agence France-Presse hears Bangkok contending following a string of bomb and gun attacks in the Muslim-majority region. Over here: “Cops and federal agents agree with Rep. Pete King that they don’t get a lot of tipsters from the Muslim community — but they say that’s true of many other communities, The New York Daily News leads. “Concerns about . . . questionable tactics used to investigate the possible terrorist recruitment of Somalis living in the United States are prompting some Muslim leaders in St. Louis and elsewhere to limit their cooperation with the FBI,” the Post-Dispatch reports. Lebanon-born Brigitte Gabriel “has dire warnings about Muslims in the United States. But some in counterterrorism say she does a disservice,” the Times profiles. “The IRS and Congress allow [nonprofit organizations] and a host of other Islamic-based extremist fronts to advocate physical ‘jihad’ against innocent Christians, Jews, and Muslims who do not adhere to Sharia law,” Family Security Matters mutters. Holy Wars: In a speech to Muslims last weekend, a senior White House adviser showed willingness to minimize the jihadi threat “by pretending that all religions contain terrorists,” a Chicago Now poster protests. “Shariah 4 America, a new fringe American Islamist group, advocates converting the White House into the White Mosque and changing the Statue of Liberty to a giant minaret,” IPT News leads. The U.S. military is “slaughtering innocents” and is worse than al Qaeda, FOX News quotes the attorney who successfully defended the right of her father’s Westboro Baptist Church to picket outside a Marine’s funeral. “The killing of white supremacist leader David Lynch in California raises questions about the competition among members of hate groups . . . and the ways in which they finance their operations,” The Christian Science Monitor spotlights. Speak softly and . . . : “President Obama delivered a 10-minute-long inaudible and untelevised speech on gun control Thursday, addressing the politically volatile topic from behind the closed doors of the Oval Office, where nobody could see or hear him,” The Onion reports. “’The Second Amendment doesn’t . . . ’ said Obama, who trailed off and gently whispered a number of strong, definitive statements that were muffled by the hand in front of his face. ‘While I understand this is an important issue to many Americans, I also believe that in the aftermath of the tragedy in Arizona, certain kinds of guns are [incoherent mumble], and that we should seriously look at [incoherent mumble]. It’s the right thing to do.’ White House sources confirmed that it was Obama’s finest speech since his one-hour silent monologue last Friday, when he outlined the growing threat of climate change and ordered the oil and automobile industries to develop renewable energy sources while cutting carbon emissions completely by 2018.” Source: CQ Homeland Security --------------------------------- Other CQ Roll Call ProductsCQ Floor VideoCQ.com CQ Weekly CQ Today CQ Amendment Text CQ BillTrack CQ Budget Tracker CQ Energy & Climate CQ HealthBeat CQ Homeland Security CQ Hot Docs CQ House Action Reports CQ LawTrack CQ MoneyLine CQ StateTrack CQ Politics Roll Call See all CQ Roll Call products Rob Margetta, CQ Homeland Security Editor Arwen Bicknell, Behind the Lines Editor Published by CQ Roll Call To sign up for CQ Roll Call's free newsletters, click here. Rick Scott Promises to Sign Open Carry Bill for Florida
Within hours of OpenCarry.org’s inquiry last week, the Scott campaign provided this remarkably straightforward statement from Mr. Scott on the open carry issue:
“As a member of the NRA and a hunter, I’m a strong supporter of the Second Amendment and I will protect our fundamental right to keep and bear arms. Florida is one of only seven states with wide prohibition on carrying an unconcealed firearm. Repealing the ban on unconcealed or Open Carry will eliminate practical and constitutional problems in Florida.”
According OpenCarry.org’s John Pierce, the choice before Florida gun owners on November 2d “is very stark. Voters must choose between a candidate with her head in the sand on gun rights, or Rick Scott who is clearly NOT in the closet when it comes to gun rights.”
Meanwhile, no matter who wins the governor’s race, open carry organizers in Florida are driving on with both;
- an online petition to restore Florida open carry rights at http://open-carry.com/index.php?option=com_wrapper&view=wrapper&Itemid=63
- open carry “fish-in” events on Nov. 6th in Jacksonville, Tampa, Daytona, St. Augustine, and Ft. Myers; see http://tiny.cc/id4zn.
>NOTE 1: Currently Floridians who want to open carry must be fishing or en-route to/from fishing; no gun carry permit required.
NOTE 2: Florida Open Carry’s Sean Caranna will speak at the Tea Party sponsored “Florida State Wide Get Out The Vote (GOTV) Rally” (on Saturday, October 23, 2010 at Orlando City Hall from noon till 2:00 p.m) about the effort to pass an Arizona-style open carry law to allow the people of the state of Florida to openly carry handguns without any permit. See more at http://cflrepublicans.blogspot.com/2010/10/orlando-tea-party-and-south-florid...>
Carry on!

NPR CEO: Williams' Views Should Stay Between Himself And 'His Psychiatrist' : The Two-Way : NPR
NPR CEO: Williams' Views Should Stay Between Himself And 'His Psychiatrist'
Categories: News Media, Politics02:08 pm
October 21, 2010
by Mark MemmottUpdate at 3:30 p.m. ET. NPR CEO Vivian Schiller just released this statement:Tags: Vivian Schiller, Juan Williams
"I spoke hastily and I apologize to Juan and others for my thoughtless remark."
That follows, as you'll see below, her comment earlier today that now-former NPR news analyst Juan Williams should have kept his feelings about Muslims between himself and "his psychiatrist or his publicist."
Our original post:
Fired NPR news analyst Juan Williams should have kept his feeling about Muslims between himself and "his psychiatrist or his publicist," the network's CEO told an audience at the Atlanta Press Club earlier today.
The Associated Press adds that:
Schiller said Williams' firing is not a reflection of his comments (on Fox News Channel) that he gets nervous when he sees people in Muslim garb on an airplane. She said she has no problem with people taking controversial positions, but that such opinions should not come from NPR reporters or news analysts. Williams, Schiller said, is a news analyst, not a commentator or columnist. Also today, in an e-mail sent to NPR member stations (we left any typos "as is"), Schiller wrote that:
And, she said the firing came after "several cases'' of Williams veering from journalistic ethics.
"A critical distinction has been lost in this debate. NPR News analysts have a distinctive role and set of responsibilities. This is a very different role than that of a commentator or columnist. News analysts may not take personal public positions on controversial issues; doing so undermines their credibility as analysts, and that's what’s happened in this situation. As you all well know, we offer views of all kinds on your air every day, but those views are expressed by those we interview — not our reporters and analysts. As we reported earlier, Williams was on Fox again today. He said his words on Monday's The O'Reilly Factor were not bigoted. He'll be back on O'Reilly tonight (8 p.m. ET on Fox News Channel).
"Second, this isn't the first time we have had serious concerns about some of Juan's public comments. Despite many conversations and warnings over the years, Juan has continued to violate this principal.
"Third, these specific comments (and others made in the past), are inconsistent with NPR’s ethics code, which applies to all journalists (including contracted analysts): 'In appearing on TV or other media. ... NPR journalists should not express views they would not air in their role as an NPR journalist. They should not participate in shows ... that encourage punditry and speculation rather than fact-based analysis.”
"More fundamentally, 'In appearing on TV or other media including electronic Web-based forums, NPR journalists should not express views they would not air in their role as an NPR journalist.'
"Unfortunately, Juan’s comments on Fox violated our standards as well as our values and offended many in doing so."
The termination of Williams' contract with NPR has been condemned by many from the conservative side of the political aisle, including Newt Gingrich, Sarah Palin and Mike Huckabee.
Update at 3 p.m. ET. NPR Ombudsman: Williams Should Have Been Given Choice:
Rather than terminating news analyst Juan Williams' contract, "probably the better thing for NPR to have done is to have said 'Juan the situation is not working,' " NPR ombudsman Alicia Shepherd just said on Talk of the Nation.
Then, she continued, Williams could have been given a choice: If he wanted to stay at NPR, he would have to stop doing commentary on Fox News Channel. Or, if he preferred to continue with Fox, he and NPR could part ways.
We noted earlier that Alicia has previously written about the perceived conflicts between Williams' roles at NPR and Fox. She's planning to publish a post about his termination within the hour.
Oh wait, he's a black liberal named Juan Williams (black and maybe pequito Latin, too?) working for a public funded & liberal-backed non-profit organization like NPR?. And he was speaking on a conservative talk show about Muslims at the time? Maybe billionaires that try to buy public radio time and the corporate directors with greenmail should be tried for racketeering instead of firing a man for just doing his job while speaking his mind.
Oh wait,...the NPR CEO that just fired him makes a public comment about his mental health and that's OK? Who's going to fire her? WE THE PEOPLE THAT FUND NPR...who need this waste of money anyway.
BOYCOTT NPR and vote this year to give those we elect the power to eradicate this corporate propaganda machine that our tax dollars pay for.

Army awards contract for upgraded sniper weapon system
PICATINNY ARSENAL, N.J. (Army News Service, Sept. 30, 2010) -- A recently awarded weapons contract means Army snipers can expect to see an improved rifle, with an extended range, in the field by Christmas.
The Army's Program Executive Office Soldier recently awarded Remington Arms Company a contract for the M24 Reconfigured Sniper Weapon System.
The award will result in the near-term fielding of 250 XM2010 weapon systems, which will be chambered for .300 Winchester Magnum cartridges. The new chambering significantly extends the weapon's maximum effective range. It's expected the Army will field the upgraded weapons to deployed Army snipers by the end of December.
"Within the space of a year, we were able to partner with industry to deliver a new capability for our snipers in combat," said Lt. Col. Chris Lehner, the product manager for individual weapons, part of PEO Soldier. "The upgraded weapon system provides extended range for our snipers and incorporates the latest in weapons technology."
The upgraded weapon features a five-round box magazine to make the system easier to load and reload, with the additional option to change out ammunition quickly. The system is also equipped with a rail-endowed chassis and free floating barrel that allows for easier mounting of weapon accessories and greater accuracy.
Locked on to that new rail, the XM2010 sports a Leupold Mark 4 6.5-20x50mm extended range/tactical riflescope with advanced scalable ranging and targeting reticle. The system is also fielded with the AN/PVS-29 clip-on sniper night sight. And the system's included quick-attach suppressor reduces audible and visible signature with an available thermal sleeve that reduces the mirage effect on heated suppressors.
After a full and open competition, the Army awarded the firm fixed-price, indefinite-delivery/indefinite-quantity contract for the upgrade of up to 3,600 M24 systems.
"The XM2010 had pinpoint precision," said Sgt. 1st Class Robert Roof, the chief instructor at the United States Army Sniper School. "We were able to achieve shots well within the weapon's capabilities both during limited visibility and during the day. The optics were clear and easy to use and the ergonomics of the weapon made it very comfortable to shoot."
The M24 upgrade initiative is the result of an Army-directed requirement to provide snipers operating in Afghanistan with a greater capability to engage the enemy. It is expected that the XM2010s will provide at least 10 years of service, officials said, adding it should serve as a precursor to future sniper systems.

EPA Considering Ban on Traditional Ammunition -- ACT NOW!
EPA Considering Ban on Traditional Ammunition: ACT NOW!!
All Gun Owners, Hunters and Shooters:
With the fall hunting season fast approaching, the Environmental Protection Agency (EPA) under Lisa Jackson, who was responsible for banning bear hunting in New Jersey, is now considering a petition by the Center for Biological Diversity (CBD) - a leading anti-hunting organization - to ban all traditional ammunition under the Toxic Substance Control Act of 1976, a law in which Congress expressly exempted ammunition. If the EPA approves the petition, the result will be a total ban on all ammunition containing lead-core components, including hunting and target-shooting rounds. The EPA must decide to accept or reject this petition by November 1, 2010, the day before the midterm elections.
Today, the EPA has opened to public comment the CBD petition. The comment period ends on October 31, 2010.
The EPA has published the petition and relevant supplemental information as Docket ID: EPA-HQ-OPPT-2010-0681. If you would like to read the original petition and see the contents of this docket folder, please click here. In order to go directly to the 'submit a comment' page for this docket number, please click here.
The National Shooting Sports Foundation (NSSF) -- the trade association for the firearms, ammunition, hunting and shooting sports industry -- urges you to submit comment to the EPA opposing any ban on traditional ammunition. Remember, your right to choose the ammunition you hunt and shoot with is at stake.
NSSF urges you to stress the following in your opposition:
Steps to take:
- There is no scientific evidence that the use of traditional ammunition is having an adverse impact on wildlife populations.
- Wildlife management is the proper jurisdiction of the U.S. Fish and Wildlife Services and the 50 state wildlife agencies.
- A 2008 study by the U.S. Centers for Disease Control and Prevention on blood lead levels of North Dakota hunters confirmed that consuming game harvested with traditional ammunition does not pose a human health risk.
- A ban on traditional ammunition would have a negative impact on wildlife conservation. The federal excise tax that manufacturers pay on the sale of the ammunition (11 percent) is a primary source of wildlife conservation funding. The bald eagle's recovery, considered to be a great conservation success story, was made possible and funded by hunters using traditional ammunition - the very ammunition organizations like the CBD are now demonizing.
- Recent statistics from the United States Fish and Wildlife Service show that from 1981 to 2006 the number of breeding pairs of bald eagles in the United States increased 724 percent. And much like the bald eagle, raptor populations throughout the United States are soaring.
- Submit comment online to the EPA.
- Contact Lisa Jackson directly to voice your opposition to the ban:
